On behalf of the technical program committee, I welcome all participants to 2018 IEEE Region 10 Conference (TENCON 2018) at Jeju, the island of breeze, in Korea.

Under the conference theme “Intelligence Outbreak”, the technical program committee created a harmonious technical program of 14 regular tracks and 8 special tracks, which covers not only contemporary issues but also classical issues in the field of electrical, electronics, and computer engineering as well as information technologies.

From the open call, 1116 papers were submitted to the conference. Among them, the technical program committee selected 489 papers and made a technical program consisting of 72 oral sessions and 2 poster sessions. Besides technical sessions, the technical program committee provided special-purpose sessions; WIE, YP, SB, LM sessions and 2 industrial sessions. Also, the technical program committee invited 6 renowned speakers for keynote speeches on a variety of topics and opened 2 tutorials on state-of-the-art technologies.

Such an inspiring program would not be constructed without the enthusiastic support of outstanding colleagues. I would like to thank the members of technical program committee and reviewers for their professional and timely review of a tremendous number of papers. Special thanks go to the track chairs who convoked technical sessions to arouse intellectual curiosity. Also, I would like to thank the members of the organizing committee for their seamless assistance. Of course, a successful conference would not be made without the participants, to whom I would like to express my deep gratitude for presenting at the conference, sharing their ideas and contributing to the community.
